The EUPHA office is responsible for the day-to-day running of all EUPHA activities. The EUPHA office is based at NIVEL - the Netherlands Institute for Health Services Research - in Utrecht, The Netherlands.

Floris BarnhoornDeputy director Floris started working for EUPHA in May 2009. Before joining EUPHA he worked as international project manager in both national and international settings. He has worked for extensive periods in African and Asian countries mainly in the field of capacity building and development planning. His areas of responsibility within EUPHA mainly focus on working with member associations and Sections to develop projects to improve and strengthen public health and public health research in Europe. He has graduated from Utrecht University. |

Sarah AbitbolHead of Advocacy and Policy Driven by a passion for systemic change, Sarah transitioned from a legal career to public health advocacy to ensure health considerations are prioritized across all policy areas. She joined EUPHA as Head of Advocacy and Policy in October 2024, bringing extensive experience in law, advocacy, and European policy. Based in Brussels, Sarah represents EUPHA at high-level events and engages with stakeholders to foster partnerships and promote public health. Her expertise lies in analyzing policy trends and advancing evidence-based strategies to integrate health into cross-sectoral policymaking. Sarah plays a key role in ensuring EUPHA remains a leading voice for public health in Europe. |

Natalie de BoerCommunications Manager With extensive expertise in health communications and a strategic commitment to clear, impactful messaging, Natalie serves as Communications Manager at EUPHA. She is dedicated to ensuring that EUPHA’s messages resonate widely, foster meaningful dialogue, and drive impactful action within the public health community. Natalie works across both EUPHA and the European Public Health (EPH) Conference, strengthening connections, exploring innovative communication methods, and adapting messages to diverse cultural contexts. Committed to advancing public health communication, she is focused on creating an evidence-based, indicator-driven communications model that is inclusive, engaging, and transformative. With over ten years of experience in healthcare communications, particularly in primary care,Natalie's past experience has focused on leveraging digital tools to improve healthcare access and amplify the reach of public health initiatives. |

Monica BrînzacNetwork coordinator Monica is a dedicated public health professional passionate about fostering collaboration and driving meaningful change in healthcare systems. With a background in Public Health, Healthcare Management, and Science, Technology, and Innovation in Governance, as well as a PhD in Public Administration and Policy, she brings a multidisciplinary approach on health policy and system strengthening. Committed to equity and resilience in health systems, she believes our strength lies in togetherness and the bonds we create in our communities. As EUPHA’s Network Coordinator, Monica is excited to strengthen connections and build a truly collaborative EUPHA family. With a strong ability to manage multi-stakeholder collaborations, develop strategic initiatives, and drive engagement in professional networks, Monica is committed to advancing collective efforts in public health through effective coordination, innovation, and advocacy. |

José VelthuisOffice & Administration manager office@eupha.org, membership@eupha.org José started working for EUPHA in June 2013. Before joining EUPHA she has worked for many years as a secretary for several institutes and companies, such as NIVEL (Netherlands Institute for Health Services Research), also accommodated in the same office building as EUPHA. Her area of responsibility within EUPHA is mainly focused on maintainance of the EUPHA and EPH website and membership administration and general support. |

Ingeborg VlugFinancial officer Ingeborg combines her work for NIVEL (Netherlands Institute for Health Services Research) with being the part-time financial officer of EUPHA. She is responsible for the preparation of the annual financial report and the control over the EUPHA budget as accepted by the Governing Board. She works closely with the EUPHA treasurer and Executive Director. |

Nicholas BishopChief Finance and administration officer An experienced finance professional with a proven track record in both private and public sectors, including corporate organizations and NGOs. Having worked in multiple countries, Nic brings a deep understanding of multinational and multicultural environments. Nic Bishop has successfully streamlined finance teams to enhance productivity and efficiency, leading initiatives in both centralization and decentralization of finance operations. His strategic approach ensures alignment with organizational goals while adapting to local needs which has consistently resulted in improved processes and enhanced collaboration across diverse teams. Strong qualifications include developing and implementing financial controls and processes, alongside productivity improvements and change management initiatives. In recent years, Nic has worked as a Finance consultant in the healthcare sector across East Africa, and most recently, has consulted for a Dutch NGO dedicated to financial literacy education, engaging with key donors such as UNICEF, Credit Suisse and the Mastercard Foundation. |
