1. Editorial
Only a week and a half left before the European Public Health Conference 2022 commences in Berlin! We hope to see many of you there in person. In this newsletter, you can find information on a very topical and relevant late breaker session that will be organised during the conference on the public health and human rights situation in Ukraine. Also, you can find information on two interesting webinars that EUPHA will be co-organising with the EUPHA Green Club and WHO on greening the European Public Health Conferences and inclusive and participatory policymaking, respectively. You are very welcome to join us for these events. Links for registering for these webinars are provided in the newsletter. Skills building webinar: How green is the European Public Health Conference? Can it get any greener?
The European Public Health conference is striving towards being more environmentally friendly. A Green Club was established 8 years ago to ensure that each year the conference is ever greener. The EUPHA Green Club is organising a webinar to critically appraise all possibilities with a panel, including members from environmental movements and international green conference organisers. Learn about the environmental impact of the European Public Health Conference and what measures can be taken to minimise this impact.
Webinar WHO: Inclusive and participatory policy-making: can it be measured and assessed?
Bringing people’s voices into policy- and decision-making processes is a challenging but crucial element of health systems governance for universal health coverage. During this webinar, organised by WHO and powered by EUPHA, participants will learn about participatory governance and the necessary pre-requisites for setting up and institutionalising participatory decision-making spaces. This webinar will also provide insights on how to measure social participation and create room for discussion on how policymakers can make best use of these measures for improved policy design and decision-making.
EUPHA endorses the Manifesto for Early Career Researchers
EUPHA endorses the ‘Manifesto for Early Career Researchers’, which is a call to support early career researchers. This manifesto is an outcome of the 4th Gago Conference on European Science Policy, which took place 13 June 2022, and brought together in Brussels research institutions, policy makers and representatives of early career researchers´ associations. Our EUPHAnxt coordinator, Monica Brinzac, was participating as speaker at the conference and representing the voice of early career researchers and policymakers, in the field of public health.
Fundraising internship opportunity at the EUPHA office
We are offering an internship opportunity! The main task will be to map grant and funding opportunities to strengthening public health professionals in the Eastern part of the European region.
Education and training in public health ethics
EUPHA in collaboration with Association Schools of Public Health in Europe and the Faculty of Public Health have published a report of a survey on Variability in education and training in public health ethics in Europe. The report reconfirms the continuing urgent need to address issues around building preparedness, competence, capacity, courage and resilience of the public health workforce in public health ethics and law for good public health practice and policy making. There are plans to have an international conference and summit on the issue in the spring. We are organising a Late Breaker session on Friday 11 November, 12:45-13:45 on the public health and human rights situation in Ukraine. Presentations by representatives of the Ukrainian MOH: Oleksandr Matskov, on challenges in public health due to the war (in particular related to COVID-19, AMR), Andrii Pashynnyi, on organizing immunization during the war, Vitalii Prykhodko, on Regional Public Health Profiles. Larysa Sugay, National Institute of Public Health NIH, Poland, will present on the health of Ukrainian migrants in Poland, and Martin McKee, LSHTM and President EPH Conference Foundation, on what needs to be done after the war. Chair is Verena Vogt, Chair of the EPH Conference International Scientific Committee. No separate registration required. Just take your lunch to the breakout room.

PANDEMIC PREPAREDNESS
Bring your FFP2 mask to Berlin. Wearing an FFP2 mask without a valve (or comparable mask) is mandatory in public transport (buses, subways, trains, trams). There are no restrictive measures for the events in place in Berlin. For the EPH Conference 2022 we will follow the recommendations for responsible events to ensure our delegates can attend the conference safely. Current measures in Berlin can be followed in detail on the websites of VisitBerlin and the State of Berlin.
CONFERENCE VENUE
The 15th EPH Conference will be held in the hub27 Berlin, part of Messe Berlin. Hub27 is easily accessed by U-Bahn and S-Bahn from all parts of Berlin. You can reach Berlin by train from everywhere in Europe. Long-distance high-speed trains arrive at and depart from the Hauptbahnhof. Flights to and from the new Berlin-Brandenburg International Airport (BER), 20 km from the city centre.

50 years anniversary for the UK Faculty of Public Health
The UK Faculty of Public Health, a long time EUPHA member, is celebrating its 50 years anniversary. Dedicated to advancing excellent public health research, the FPH has been a strong and reliable partner for EUPHA, with wich we notably organised a series of webinars on Public Health and Law. Recording can be found on the FPH’s Youtube channel.

Inaction over lack of exercise will cost £24bn a year globally by 2030, WHO warns

Nearly 500m new cases of diseases such as type 2 diabetes, high blood pressure and dementia will occur globally by 2030 if governments do not take urgent action to encourage more people to take regular exercise, a report has found. In a stark warning to countries where health services are already creaking, the World Health Organization said the cost of failing to get people moving more would be about $27bn a year.

European Health Union: building a stronger EU health response
On 24 October, the Council has adopted the final building blocks of the European Health Union: the Regulation on Serious cross-border health threats, the Regulation on the extended mandate of the European Centre for Disease Prevention and Control (ECDC) and the Emergency Framework Regulation to provide extra powers to the European Health Emergency Preparedness and Response Authority (HERA). These new rules complete the European Health Union, building a powerful legal framework to improve the EU’s capacity in the vital areas of prevention, preparedness, surveillance, risk assessment, early warning, and response.
Attitudes of Europeans towards Air Quality
The results of this Eurobarometer survey reveal that air quality is still a serious concern for European citizens. While a majority of Europeans do not feel well-informed (60%), nearly half of the respondents hold the view that air quality has deteriorated in the last ten years (47%).
Commission adopts its Work Programme for 2023: Tackling the most pressing challenges, while staying the course for the long-term
On 18 October, the Commission adopted its 2023 Work Programme. Regarding health, the Commission will propose a comprehensive approach to mental health, one of the key initiatives from the Conference on the Future of Europe, as well as a revised recommendation on smoke-free environments, and a new recommendation on vaccine-preventable cancers.
Statement by Commissioner Stella Kyriakides on World Mental Health Day: Mental health is a health emergency
Ahead of Mental Health Day that took place on 9 October, Commissioner Kyriakides declared: “We need a turning point for mental health. This means bringing effective mental health support closer to those who need support the most. This must be our priority. And mental health needs to be part of all policies to build societal resilience. This is particularly important for vulnerable groups such as children, young people, the elderly, migrants, and refugees, who have all been affected by the challenges we are facing. This is the approach the EU is taking.”
Evidence-informed policymaking: a new document to foster discussion on a better use of scientific knowledge in policy
To foster discussions on a better use of scientific evidence and expertise in policymaking within the Member States, the JRC and the Directorate-General for Research and Innovation, with the support of the Directorate General for Structural Reform Support, have developed a Commission Staff Working Document (SWD) on “Supporting and connecting policymaking in the Member States with scientific research”. This document identifies the rationale behind building capacity of science-for-policy ecosystems, as well as the challenges encountered at the science-policy interface, while highlighting good practices and available EU instruments in support of Member States’ capacity building in the field of science for policy.

One Health Joint Plan of Action launched to address health threats to humans, animals, plants and environment
This first joint plan on One Health aims to create a framework to integrate systems and capacity so that we can collectively better prevent, predict, detect, and respond to health threats. Ultimately, this initiative seeks to improve the health of humans, animals, plants, and the environment, while contributing to sustainable development.
Rehabilitation, recognition and research needed for people living with long COVID: new WHO/Europe factsheet
While most people who develop COVID-19 fully recover, it is estimated that 10–20% go on to develop what is now known as long COVID. This condition involves a variety of mid- and long-term symptoms such as fatigue, breathlessness and lack of mental focus. While the science behind long COVID is still unclear, a new WHO/Europe factsheet collects existing evidence on the condition and its often-debilitating effect on people’s lives.
New guide to evaluating behaviourally and culturally informed health interventions in complex settings
More and more governments are beginning to look seriously at designing and implementing public health interventions that are informed by behavioural and cultural insights (BCI). However, evaluating these interventions, to make sure that they work as intended, can be difficult, particularly when time and money are limited.
WHO/Europe has now published its “Guide to evaluating behaviourally and culturally informed health interventions in complex settings”.
Health literacy videos to evaporate confusion around e-cigarettes and heated tobacco products
WHO has developed a set of short videos that provide punchy introductions to the harms of these products, distinguish clearly between them, and give pointers on how to regulate heated tobacco products (HTPs) and electronic nicotine delivery systems (ENDS). The aim is to inform, so that everyone can live a nicotine- and tobacco-free life.
WHO Regional Office for Europe Antimicrobial Medicines Consumption (AMC) Network: AMC data 2019
This report presents analyses of data on antimicrobial medicines consumption collected for 2019 from 14 non-European Union countries in the WHO European Region. The analyses incorporate the most recent changes to the WHO Access, Watch and Reserve (AWaRe) classification in 2021, and the report considers metrics to inform the responsible use of antibiotics.
WHO Primary Health Care Demonstration Platform
When it comes to health system transformation, countries often know what to do — they have a strategy. The challenges arise when they attempt to turn the vision into the reality and overcome the implementation gap. WHO Primary Healthcare Demonstration Platform addresses this issue. Countries visiting the WHO PHC Demonstration Platform not only learn the ‘what,’ they learn the ‘how.’ WHO PHC Demonstration Platform gives a practical understanding of how to overcome implementation barriers and strengthen primary health care.
