1. Editorial

Welcome to our September newsletter, including information from EUPHA, EUPHA members, European Commission, ECDC and WHO. We hope the information is useful to further your work.

This month, EUPHA was actively participating at the WHO Regional Committee for Europe meeting in Rome, Italy. Our president, Natasha Azzopardi-Muscat, moderated a panel at the plenary on sustainable development goals. EUPHA statements were presented on advancing public health for sustainable development, the European Vaccine Action Plan, and ‘Action Plan to Strengthen the Use of Evidence, Information and Research for Policy-Making’ to Ministers of Health. Also, EUPHA is honoured to be accredited by WHO Europe and we are looking forward to collaborating the coming years.

In September, various events took place that were supported by EUPHA. In collaboration with EUPHA, the WHO School on Refugee and Migrant Health took place and EUPHA was a partner of the International Union for Health Promotion and Education (IUHPE) 10^th European conference. Furthermore, our president participated in the Austrian EU presidency conference on health research and addressed matching health needs.

2. EUPHA update

EUPHA accredited by WHO Regional Committee for Europe

EUPHA is accredited to attend meetings of the WHO Regional Committee for Europe. This accreditation is in line with the Framework of Engagement with Non-State Actors (FENSA). It is with great honour that we will continue to participate in the WHO Regional Committee for Europe and we are committed to working together with all stakeholders towards our shared goals, including strengthening the capacity of public health professional in the European region and advocating for public health.

Updates from the 68th session of the WHO Regional Committee for Europe: 

EUPHA statement on the European Vaccine Action Plan

The 68th session of the WHO Regional Committee for Europe took place 17-20 September 2018 in Rome. One important agenda point was the European Vaccine Action Plan. EUPHA expressed its concern at falling confidence in vaccinations to the Regional Committee. EUPHA and its members highlighted the importance of political support and leadership for vaccination. Achieving a better understanding of political processes and the role they play in determining stances on vaccination policy, is an important avenue to help us communicate and better address genuine concerns as well as tackling organised purveyors of fake news. EUPHA statement on sustainable development and public health in Europe

Another important agenda point at the 68th WHO Regional Committee for Europe was the advancing public health for sustainable development in the WHO European Region. EUPHA and 15 co-signatories called for investing in public health, not forgetting about mental health, and the need for multisectoral approaches.

EUPHA statement on strengthening the use of evidence for policy-making

The progress report on the ‘Action Plan to Strengthen the Use of Evidence, Information and Research for Policy-Making in the WHO European Region’ provides an overview of the implementation progress of the four action areas. EUPHA and its members expressed support for this Action Plan to strengthen the use of evidence. We see that this action plan can contribute to reducing health inequalities and improve the health status and well-being of individuals and populations within the European region. EUPHA and its members support the WHO Regional Office for Europe in leading this evidence-informed policy-making. We stress that scientific evidence should remain a key input to policy making in a ‘post truth’ world. In addition, we should also assemble evidence on the politics of decision making, as this will strengthen the position to advocate for health. In November 2018, EUPHA will support the publication of a supplement to the European Journal of Public Health on political landscapes and policies for public health.

Summer School on Refugee and Migrant Health 24-28 September 2018, Palermo, Sicily, Italy

WHO in collaboration with the International Organization for Migration (IOM), the European Commission (EC) and the European Public Health Association (EUPHA) has organised the second edition of the WHO School on Refugee and Migrant Health. The School successfully opened on Monday 24 September 2018 in Palermo, Italy, welcoming over 80 participants from 36 countries around the world.

This 5-day intensive course provided space for:

• bridging research, policy and practice
• sharing knowledge, experience and good practice from the ground
• fostering debate and critical thinking.

President of EUPHA section on Health promotion at IUHPE’s 10th European conference

Prof Luis Saboga, president of the EUPHA section on Health promotion, has actively participated in IUHPE’s 10th European conference on 10th IUHPE European Conference and International Forum for Health Promotion Research, oganised from 24-26 September in Trondheim, Norway. EUPHA was a partner of this conference and appreciates the continuous collaboration with IUHPE to strengthen the role of health promotion in Europe as a source of innovative practices that are based on solid evidence by gathering health promotion practitioners, researchers and policy makers.

EUPHA president at Austrian EU presidency conference on health research

On 25 September, the Austrian Presidency of the Council of the EU organised the important conference: Matching Health Needs and Pharmaceutical Research – How to set the research agenda for public health, in Vienna, Austria.

The Austrian Presidency organised this meeting which sought to raise awareness of the relevance of public funding for innovation in the health sector. 

Dr Natasha Azzopardi-Muscat, represented EUPHA as a guest speaker on the topic of identifying and effectively tackling medical need in research programmes. Natasha outlined the public health approach to measuring disease burden in the European population using DALYs and identifying the mismatch between disease burden, expected increase in disease prevalence and gaps in pipeline medicines. She highlighted the need to ensure that areas such as central nervous system and mental health are not sidelined in view of their disease burden. She also questioned whether a utilitarian approach however is sufficient in the SDG era which focuses on ‘leaving nobody behind’ and therefore rare diseases should also have their specific pipelines and investment. Nonetheless, she cautioned against ‘orphanisation’ becoming the modus operandi for the bullk of pharm R&D since this would surely be unsustainable.
 
She also explained how projects such as To-REACH which is dedicated to setting a strategic agenda for health systems research in the European Union by bringing several stakeholders together could be replicated in this area. Finally, the EUPHA President called for a wide consultation on an explicit health research strategy for the forthcoming funding period and reminded participants that many health needs arising from common diseases can be prevented and avoided in the first place by focussing upstream and implementing healthy public policy.

3. European Public Health Conference

Pre-conference in 2 parts organised by the European Commission

On Wednesday, 28 November, the European Commission –  Consumer, Health, Agriculture and Food Executive Agency (Chafea) and Directorate General for Health and Food Safety (DG SANTE) are organising a 2 part pre conference. The morning session will be devoted to: 
Health in the future EU Budget and Programmes (2021-2027)
This session will explore how Health will be covered in the future EU Budget (2021-27) across the various Programmes. Presentations on the following areas related to health will be presented:

•         EU Social Fund plus (ESF+), including the Health Strand
•         Health in Horizon Europe
•         Digital Europe Programme

The afternoon session will focus on: EU actions on Antimicrobial Resistance and healthcare associated infections

Description
The global rise of antimicrobial resistance (AMR) is one of the biggest health concerns today. This pre-conference session will give an overview of the actions being taken by the EU to address this issue and will present the results of some recent studies and activities supported by EU funding.  It will include activities from the Third EU Health programme (2014-2020), the EU Research programme and from the European Centre for Disease Prevention and Control (ECDC) and the Organisation for Economic Cooperation and Development (OECD) in areas such as: antibiotic stewardship; health care associated infections, causes of non-prudent use of antibiotics, economic impact of AMR, governance of AMR.

New president of the Danish Society of Public Health

During the General Assembly, the members of the Danish Society of Public Health elected Ms Ulla Toft as the new president. She is taking over from Ms Maja Bertram. EUPHA looks forward to our continued collaboration with the Danish Society. Denmark

The European Journal of Public Health is a multidisciplinary journal in the field of public health.
The EJPH is published bimonthly. The journal provides a forum for discussion and debate of current international public health issues with a focus on the European region. In 2018, the impact factor of the journal is at 2.782. The 5-year impact factor is 2.902.

WHO/PAHO is looking for an advisor on social determinants of health

The Department of Family, Health Promotion and Life Course (FPL) of the Pan American Health Organization promotes, coordinates and implements technical cooperation at the regional, sub regional and country levels, emphasizing the central role of the family and community to foster a culture of health promotion and protection in which health is a social value and a human right. FPL focuses on the development and implementation of programs for women and men’s health; sexual and reproductive health; maternal and neonatal health; the integrated health and development of children and adolescents; the health of aging populations; food and nutrition; comprehensive family immunization and leads innovative, inter-sectoral and strategic efforts to address the social determinants of health.
The incumbent will be responsible for technical cooperation in social, political, economic and commercial determinants of health in the Region, including multi-sectoral policy approaches, extendable to other regions as part of PAHO/WHO strategies.  The incumbent will also be responsible for programmatic functions and strategic and work plans under themes related to the Determinants of Health, within the Department of Family, Health Promotion, and Life Course, in close collaboration with other PAHO/WHO Entities and PAHO/WHO Representatives (PWRs), as well as with regional and international agencies.
The successful candidate will have:

• A university degree in health or social science and a master’s degree in public health or a related field from a recognized institution.
• Nine years or more of combined national and international experience in technical cooperation programs and projects that address the determinants of health, community-based solutions, and policies in local and national social development programs, as well as equity.
• Very good knowledge of English or Spanish with a working knowledge of the other language.  Knowledge of Portuguese and/or French would be an asset.

7. Interesting news

Introducing: InFact

InfAct, the new Joint Action on Health Information has started in March  2018. A brief description of Infact is available on the project website (https://www.inf-act.eu/).
The major expected outcome of InfAct is a sustainable solid infrastructure on EU Health Information to improve the availability of comparable, robust and policy-relevant population health data and health system performance information.
EUPHA is happy to be one of the partners in the evaluation package. 

EuroHealthNet: A Healthy European Budget?

Health is an enabler of social and economic participation. It is therefore vital to address key factors that undermine people’s opportunities for good health and wellbeing.
Earlier this year the European Commission published a set of proposals for the next EU budget 2021-2027, the Multiannual Financial Framework. Many of the areas affected by the EU budget are relevant to health – an issue most Europeans want more EU action on^[1]. EuroHealthNet has therefore produced brief analyses of 14 budget proposals from a health and health equity perspective.  They cover a diverse range of topics including research, education, agriculture, investment, the digital agenda, and structural reform, as well as those traditionally associated with health and social issues.

WFPHA releases call for integrated action on AMR

The World Federation of Public Health Associations – WFPHA – has released “A Call for Integrated Action on AMR” that has been signed by almost 70 health organizations worldwide including many National Public Health Associations. This integrated action plan can be used as a tool for advocacy.  
The WFPHA invites public health professionals to discuss the best way to implement our WFPHA Call to Action. We value your opinion, and would appreciate your response. We kindly ask you to complete this survey within October 15th.

PECUNIA Project 

The EU-funded 3 year project aims at developing new standardised, harmonised and validated methods and tools for the assessment of costs and outcomes in European healthcare systems.

Specific objectives of PECUNIA  over its 36-month work plan are to develop:

1. New, internationally standardised, harmonised and validated, generic, self-reported, multi-sectoral resource use measurement (RUM) instrument consistent with a harmonised unit cost approach.
2. New, internationally standardised, harmonised and validated multi-sectoral unit costing templates and a multinational electronic compendium of core resource and service reference unit costs for selected mental health diseases.
3. Methods for estimating cross-national utility value sets (pan-European and supra-national) allowing increased comparability and transferability of health outcomes across Europe.
4. An electronic compendium of existing, generic, patient-reported outcome measures (PROMs) and their metadata suitable for health and broader wellbeing assessment in multi-sectoral, multi-national, multi-person economic evaluations.
5. Increased stakeholder awareness and engagement to ensure rapid adoption of the developed methods, tools and information, and exploit (business) opportunities for their long-term sustainability and further expansion.

68th session of the WHO Regional Committee for Europe, Rome, Italy, 17-20 Sept 2018

On 17 September 2018 in Rome, Italy, health ministers and high-level representatives of the 53 Member States of the WHO European Region will gather for the annual WHO Regional Committee for Europe.  At this year’s 68th session, participants will consider topics including a new strategy on men’s health, financial protection and an action plan to improve public health preparedness and response. The European health report 2018 will also be officially launched during the Regional Committee, giving a snapshot on progress being made to improve health and well-being in the Region, as well as remaining challenges.

World Suicide Prevention Day 2018

World Suicide Prevention Day is marked each year on 10 September to draw attention to the large and avertable burden of self-harm and suicide. Based on WHO’s newly released Global Health Estimates for 2016, close to 800 000 people died by suicide in 2016, equivalent to 10.8 suicides per 100 000 population. The rate of suicide in the WHO European Region is even higher, reaching 13 per 100 000 for both sexes combined, and in excess of 20 suicides among males. In the most affected countries of the Region (e.g. Kazakhstan, Lithuania and the Russian Federation), the rate among males exceeds 40 per 100 000.

Making the economic case for primary health care

A new European taskforce is being set up to highlight and strengthen the economic case for primary health care. Primary health care is health care received in the community, usually from family doctors, community nurses, staff in local clinics or other health professionals. It is an essential part of people-centred health systems and vital to working towards universal health coverage.
