1. Editorial

The 17th European Public Health Conference in Lisbon is not only a key milestone for advancing scientific discourse but also a crucial opportunity for EUPHA members and sections to come together. During our Governing Board meeting we reflect on the progress we’ve made and outline the bold steps we will take moving forward in a co-creation process.

The conference is more than just a gathering; it is a moment to showcase our collective achievements, strengthen collaborations, and share strategic visions that will guide us in the years ahead. EUPHA members have been pivotal in addressing pressing public health challenges across Europe, and Lisbon will serve as a platform to amplify their voices, ensuring that their work continues to shape the future of public health.

In addition to the rich scientific program, we are excited to organize a special session titled "Everything you want to know about EUPHA" during the lunch symposium on November 13th. This session will provide an opportunity for attendees to engage directly with EUPHA leadership, learn more about our vision, strategy, and the impact we strive to make in public health across Europe. It is an excellent moment for both long-time members and newcomers to discover how EUPHA can support their professional growth and public health endeavors. And for those who are not members, to join EUPHA's family!

EPH Conference is not only a celebration of public health innovation but also a significant moment for EUPHA to present its vision and objectives for the future. Together, we will continue to steer the course toward a healthier, more equitable Europe.

2. EUPHA update

EUPHA Participation at European Health Forum Gastein: Strengthening Civil Society’s Role in Health Policy Making

 

At this year’s European Health Forum Gastein, EUPHA proudly contributed to the session titled "Safeguarding Civil Society Participation in Health Policy Making: Consultation, Collaboration, and Civic Space". The session highlighted key findings from research on CSO participation in legislative processes, emphasizing the importance of civic engagement in shaping public health policies.

The discussion focused on how we can enhance capacity building and offer support to CSOs, fostering co-development between boards, directors, and public health civil society. By learning from each other, we can create valuable resources that empower CSOs, allowing them to become stronger partners and trusted voices in health policy making.

The session underscored the need for collective solutions and active participation, ensuring that civil society remains a powerful force in advancing public health across Europe. EUPHA remains committed to supporting and strengthening CSO engagement as part of our broader mission to promote healthier, more equitable societies.

EUPHA mental health section and the IMPLEMENTAL project

The EUPHA Public Mental Health is excited to have been invited to actively support the EU–funded JAIMPLEMENTAL joint action led by the National Institute of Public Health, Greece, under the leadership of Dr. Vasileia Konte (website). The final three days conference of JA Implemental took place in Athens, September 16th – September 19th bringing together experts from 21 countries, institutions, stakeholders from 10 European organization (among others: EUPHA, OECD, WHO) and policy makers.
The Joint action aimed to improve mental health services in the European region by using two best practice models to transform mental health services. The best practice models were the reform of mental health services in Belgium (launched 2010) and the Austrian “Supra” approach to suicide prevention (launched 2012). Central to the Belgian reform is the aim to transform the mental health system from an institution-based system to a care pathway-based system. This model is in line with the global movement towards community-oriented care.  Central to the SUPRA approach is an integrated suicide prevention program.  
Country partners presented the transformative local (e.g., Germany), regional (e.g. in Spain), and national (e.g., Lithuania, Iceland) projects that built on the two best practices and  highlighted the progress in transforming mental health services initiated by JA IMPLEMENTAL. The projects were based on the Plan-do-study-act  (PDSA) framework.The progress includes dialogues between experts from different sectors, including practitioners from the health care and the social care sector, researchers, and policymakers. This dialogue increased individual and structural capabilities. A network of committed experts across Europe has been created. With the JAIMplemental network and the increased capabilities in the countries, further service improvements will be possible.
The EUPHA mental health section is excited to continue supporting the IMPLEMENTAL project by contributing to data analyses, such as analyses of the PDSA cycle and disseminating the results of the IMPLEMENTAL project to experts within EUPHA. Furthermore, the aims of the Public Mental Health Section and pf JAImplemental is contributing to evidence based mental health systems. A first dissemination workshop presenting JAImplemental processes and outputs  will be held at the next EUPHA conference in Lisbon in 2024. The agenda of the final conference has shown clusters of work that can be sustained and further with the EUPHA mental health section, using much needed synergies.
Taken together, during the final meeting we celebrated success while not forgetting, however, how much work still needs to be done in the field of mental health promotion, prevention and care.

For this instalment of our new Meet-the-Section newsletter feature, we asked our Environment and health Section colleagues, Marija, Peter and Vlatka, to present the work of their Section:
Environment and health are deeply connected. Because the environment is a major determinant of health, estimated to account more than 23% of all deaths globally, it is of the utmost importance for the Public Health community and health sector. In our work we focus on a number of environmental factors: the polluted air which we breathe, the contaminated water we may drink, noise and chemical pollution, climate change and the environment in which we live, determine our quality of life and play active role in increasing the risk for contracting various diseases.
Our section pursues wide professional collaborations to explore holistic approaches to health, transdisciplinary fields and social movements of Planetary Health, One Health, EcoHealth, Global Health and Health in All Policies.
Section’s past activities include (1) Organization of workshops on EUPHA conference, (2) Liaison and cooperation with other EUPHA sections to promote our key field of Interests; (3) Support EUPHA in disseminating public health topics at events and social media channels such as at European Public Health Week, (4) Setting up and activities of Planetary Health Task Group, (5) Climate Pact Ambassador activities; (6)  Statement (Climate change and Health) in cooperation with other Section, and more.

From insight to impact: advancing equitable vaccination across Europe (VACC), organised by RiseVac, RiverEU and AcToVax4NAM projects. This workshop will present the experience and knowledge from three EU co-funded projects which work with marginalized populations to increase vaccination uptake.

Best practices in EU-wide projects contributing to achieving the objectives of EU Health policies (NFP4) The European Health and Digital Executive Agency (HaDEA) and Joint Action on increasing the capacity of National Focal Points (NFPs) bring together different actions funded under the EU4Health  and Horizon programmes. The focus is on prevention of non-communicable diseases, including cancer, and on vaccination.

Exploring the European Health Data Space: a journey guided by the HealthData@EU pilot project (EHDS)  This session will showcase how this innovative initiative contributes to unlocking EHDS's potential for secondary health data use.

Irish National Screening Advisory Committee (NSAC) - Vacancies

NSAC is an independent expert committee which advises the Minister and Department of Health on all new proposals for population-based screening programmes and revisions to existing programmes. The Committee plays a significant strategic role in the development and consideration of population-based screening programmes in Ireland.
Currently, there are several vacancies on the Committee and we are now seeking members with expertise and experience in the following areas:

  • General Practice
  • Laboratory Services
  • Genetics
  • Social Science
  • Epidemiology
  • Pathology

An expression of interest process, inviting applications from suitably qualified individuals is currently live on StateBoards.ie and on Committee’s website, with a closing date of 04 October 2024.
In the context of increasing cooperation at a European level on approaches to population-based screening, Ireland is looking to promote this dimension through increased international membership on our Advisory Committee.
Appointment to a position on the Committee is on a voluntary basis and will be for a period of five years, renewable for a further three years up to a maximum of eight years. Committee members are not required to be residents of Ireland and Committee meetings are held in hybrid format, with virtual options available for those not based near Dublin.

Opinion survey on Artificial Intelligence

The survey is part of the research project  COMPLEX THINKING & AI taking place at the Centre for Social Studies, of the University of Coimbra between the 1st of May and the 31st of October 2024. 
The participation is voluntary and anonymous and will take between 15 and 30 minutes. You may respond to the survey here. You can also find the link to the survey in the project´s website here.

Wellcome Trust Climate and Mental Health Award

This award will fund projects to advance our understanding of how heat impacts anxiety, depression and psychosis in the most impacted groups globally through biological, psychological and/or social mechanisms. Click here for more information.

Call for applications: Health Technology Assessment Stakeholder Network

The European Commission has launched a supplementary call for applications for the Health Technology Assessment Stakeholder Network. The call is being launched following the establishment of the HTA Stakeholder Network in 2023 and the aim is to select additional organisations to the existing network.

Time to close the loopholes in the free trade of tobacco (JA PreventNCD)

International trade of tobacco products and tobacco farming is impeding the achievement of numerous Sustainable Development Goals. The adverse impacts of trade liberalization could be negated by excluding tobacco products from the commitments of trade liberalization in free trade agreements and trade preferences.

This report, Volume 6 in the series, focuses on adolescent social media use and gaming, using the unique HBSC evidence on adolescents aged 11, 13 and 15 years across 44 countries and regions in Europe, central Asia and Canada. It describes the status of adolescent social media use and gaming, the role of gender, age and social inequality, and changes in adolescent social media use and gaming since 2018. Findings from the 2021/2022 HBSC survey provide an important evidence benchmark for current research, intervention and policy-planning.

Commission supports action across Europe to attract and retain nurses

The Commission has signed a contribution agreement with the WHO Regional Office for Europe (WHO Europe) to support Member States in retaining nurses in their health systems and making the profession more attractive to nurses. Click here for more information.

Health Technology Assessment: Commission publishes new guidance on validity of clinical studies

The Commission has published a guidance document on the validity of clinical studies for joint clinical assessments under the EU Health Technology Assessment Regulation, adopted by the Member State Coordination Group. Click here for more information.

Commission recommends stronger measures on smoke-free environments to better protect public health

The new initiative recommends that Member States extend smoke-free environment policies to key outdoor areas, to better protect people in the EU, particularly children and young people. Click here for more information.

Survey Code Against Cancer

The International Agency for Research on Cancer (IARC) are currently conducting a short online survey to identify the most effective strategies and practices that can enhance our efforts in increasing the awareness of the upcoming European Code Against Cancer, 5th Edition (the 4th edition for reference: https://cancer-code-europe.iarc.fr/index.php/en/). The ECAC is a long-standing, EU evidence-based cancer prevention tool to reduce cancer risk. By increasing collective efforts to improve its awareness in the general public in the EU, we will improve population health and NCD prevention, in particular cancer.

Teens, screens and mental health: New WHO report indicates need for healthier online habits among adolescents

New data from the WHO Regional Office for Europe reveals a sharp rise in problematic social media use among adolescents, with rates increasing from 7% in 2018 to 11% in 2022. This, coupled with findings that 12% of adolescents are at risk of problematic gaming, raises urgent concerns about the impact of digital technology on the mental health and well-being of young people.
