The future of Public Health Policy within the European Union (EU) institutions is currently attracting considerable debate. Since achieving a mandate for public health under the Maastricht Treaty in 1993, the EU has been responsible for implementing important public health policies, for example in the area of tobacco control. The European Public Health Association calls on the Kingdom of Denmark to make health a priority when it assumes the chair of the Arctic Council in 2025
The European Public Health Association (EUPHA) welcomes the news that the Kingdom of Denmark will take the chair of the Arctic Council in 2025 and calls on the governments of Denmark, Greenland, and the Faroe Islands to place health, and especially the health of Arctic Indigenous Peoples, high on the Council’s agenda.
The case for prioritizing health in the Arctic region now is overwhelming.
This region is undergoing unprecedented changes that have profound implications for the health and well-being of Arctic populations, particularly indigenous communities. As the primary intergovernmental forum for promoting cooperation, coordination, and interaction among the Arctic states, the Arctic Council must prioritize health to address the multifaceted challenges posed by these transformations. Focusing on health will not only enhance the quality of life for Arctic inhabitants but also bolster the region's resilience and sustainability.

EUPHA strongly endorses the landmark report by the European Regional Office of WHO setting out the need for concerted action against those industries that are driving an epidemic of some of the leading causes of disability and premature death in Europe and commits to working with WHO to take this agenda forward.

Voting as a Pillar of Public Health
A call to vote. Health and democracy are inextricably linked. Democracy thrives when citizens engage actively in the electoral process, expressing their will and aspirations through the power of their votes. Their collective voices determine who will be entrusted with safeguarding the health and well-being of everyone and sends a signal about which policies they should adopt. Through this process, individuals can play a role in creating the laws that are passed and hold governments to account for their actions. For these reasons, the right to vote and public participation ‘lies at the core of democratic government’. However, not everyone who can vote does so. If voting is the vital link between health and politics, then without active participation in the electoral process, this link will be broken. It is imperative that, by voting, we maintain and strengthen this crucial connection.

Urgent Call for Ceasefire and Protection of Health Rights in the Wake of Conflict in Gaza
The European Public Health Association condemns the murderous attack by Hamas militants on 7th October 2023 that led to the deaths of about 1,200 people in Israel and the taking of an estimated 240 hostages. EUPHA sends its heartfelt condolences to the families who have lost their loved ones and calls on the parties involved to ensure the release of those who continue to be held without further bloodshed.

EUPHA and WHO Memorandum of Understanding
This memorandum, which was signed during the EPH Conference 2023 in Dublin, Ireland, underscores the active role of urban and regional entities in shaping health policies and practices, marking a new era where cities and regions as contributors in shaping a healthier Europe, will collaborate more closely with researchers and Public Health professionals from EUPHA.
The MoU concentrates on building a robust evidence base, aiming to facilitate the integration of this evidence into policy and decision-making. It also seeks to create bridges between the local, regional, national, and international levels.
The MoU supports joint advocacy, amplifying the public health voices and strengthening the public health community.
Special attention will be paid to specific topics, with an action plan to be developed in collaboration with WHO Euro teams. These topics include mental health, behavioral and cultural insights, health equity, social and economic determinants of health, addressing noncommunicable diseases (NCDs) with innovative solutions, as well as strengthening a primary health care approach through the integration of the Essential Public Health Functions.
We extend our profound gratitude to the WHO team for their unwavering support and collaboration in this endeavor.

Charlotte Marchandise is an international expert, trainer, and policy advisor specializing in Health, Climate, and Democracy. She has been working closely with organizations, cities, and countries to provide support and guidance in developing effective strategies that not only speak to present needs but also forecast future requirements, towards achieving the Sustainable Development Goals.
From 2014-2020, she served as Deputy Mayor for Health in Rennes and took on significant roles including President of the WHO Healthy Cities French Network and Chair of the Political Vision Group of European Healthy Cities. EUPHA accepted for WHO Civil Society Commission
We were pleased to learn that EUPHA has been accepted to participate in the WHO Civil Society Commission. This Commission was officially launched by the WHO Director-General Dr Tedros Adhanom Ghebreyesus on 24 August 2023, during the inaugural meeting of the Civil Society Commission Steering Committee. Its goal is, taking into consideration the civil society’s voices available to WHO, to support WHO’s efforts towards improving engagement between WHO and civil society at global, regional, and national levels, rendering it more systematic with the aim of advancing WHO’s work and public health outcomes. EUPHA Executive director participates in the 7th Ministerial Conference on Environment and Health
WHO Europe's 7th Ministerial Conference on Environment and Health took place 5-7 July 2023 in Hungary. Our Executive Director, Marieke Verschuuren participated. Her reflection after the first day: "you could feel the urgency and the drive of the policymakers, international organisations, civil society organisations and other stakeholders present to take the actions needed to protect and improve the health of humans, animals and the environment." On the last day of the conference the countries of the WHO European Region adopted the Budapest Declaration, pushing action to enhance environment and health. Learn more about this conference here.

EUPHA president participating in the WHO Euro summer school
Our president, Dr Iveta Nagyova, participated in the WHO Euro Summer School 'A systems approach to the promotion of healthy lifestyles', held 18-20 July 2023 in Nice, France. Her presentation was on the first day of the summer school and on healthy choices, behavioural insights and behavioural economics to nudge people towards adopting healthy behaviours and combating non-communicable diseases. This summer school had the pleasure and honour of having WHO Regional Director Hans Kluge attend in person!

EUPHA Statement on front-of-pack nutrition labelling in the European Union
In May 2020, the European Commission published its Farm to Fork Strategy, in which it committed to propose harmonised mandatory front-of-pack nutrition labelling (FoPNL) to empower consumers to make informed, healthy and sustainable food choices by the fourth quarter of 2022. EUPHA is concerned that the deadline that the Commission initially announced has now passed and there seems to be no formal indication of when its proposal is going to be published. Of the four FoPNL schemes considered in the inception impact assessment, Nutri-Score is the only one meeting the criteria for the success of an effective FoPNL scheme, as it is simple, graded and colour-coded. Its effectiveness in terms of its ability to attract consumers’ attention, be favourably perceived, be well understood and have an impact on nutritional quality of purchases has been well established. Given the burden of chronic diseases, preventive action is urgently needed. EUPHA therefore is calling for the Commission to move forward with the revisions it has committed to introduce by proposing legislation as a matter of urgency requiring food to be labelled with Nutri-Score on a mandatory basis across the EU.

EUPHA's response to consultation on mental health
EUPHA and EUPHA’s section on Public Mental Health have responded to the European Commission’s public consultation on ‘A comprehensive approach to mental health’. EUPHA’s members have identified mental health as a top priority for public health. EUPHA therefore welcomes and values the approach to put mental health in the spotlight of interest of policy makers in the European Union. However, EUPHA urges the Commission to apply a systemic public health perspective, including a life course approach. Read more.

EUPHA supports advocacy of its member UK Faculty of Public Health on Child Food Insecurity
The UK’s public health leaders have written to Prime Minister Rishi Sunak outlining three key actions to tackle child food poverty and help support a healthy population and productive economy. The letter, headed by the Faculty of Public Health, the Association of Directors of Public Health, the Royal Society for Public Health, and the School and Public Health Nurses Association, has received widespread support from Parliamentarians and third-sector organisations, including EUPHA. The letter calls on the Prime Minister to support the health and development of children in the UK by expanding access to Free School Meals, the National School Breakfast Programme, and the Healthy Start scheme. EUPHA's annual activity report 2022 published
Every year, EUPHA publishes an overview report of its work. The 2022 report is now available on our website in two formats: an 8-page summary highlighting key activities and achievements, and a full report with a comprehensive overview of all the EUPHA work carried out last year. Highlights of 2022 include the many activities of EUPHA and the EUPHA sections at the 15th Public Health Conference in Berlin, with a record number of over 2,500 delegates attending; the fourth edition of the European Health Week with 254 events organised in 32 countries and 21 languages; the impact factor of our scientific journal, the European Journal of Public Health, increasing to 4.424; a range of advocacy activities including statements, responses to public consultations, and being represented in key European stakeholder and advisory groups; and our increased visibility on social media.
We thank our members, our Executive Council, the EUPHA sections, EUPHAnxt, and all other EUPHA ambassadors for their contributions to all these activities and for their support to EUPHA’s mission: together we work to facilitate and activate a strong voice of the public health network by enhancing visibility of the evidence and by strengthening the capacity of public health professionals.

Welcoming our new project officer
In December, Claire Brugerolles was welcomed as a new colleague for the EUPHA team. Claire is EUPHA’s project manager and as such she is coordinating EUPHA’s involvement in various EU-funded projects, most notably the PROPHET project, which works on a Personalised Prevention Roadmap for Future Healthcare, and the EHDS2-pilot project. In these projects, EUPHA has various tasks and responsibilities related to the dissemination work packages, including website development, social media management, and stakeholder analysis and developing targeted communication products. Claire will be based in EUPHA’s Brussels satellite office.
Claire has a background in pharmacy, veterinary medicine and public health, and she has several years of experience working as a scientific project officer. Among others, Claire worked on the Horizon 2020 project Partnership for Research on Ebola VACcinations-extended follow-UP and clinical research capacity build-UP (PREVAC-UP), and on the establishment of the new French Consortium for surveillance and research on EMERgent pathogen infections via microbial GENomics (EMERGEN).
We are very happy that Claire has joined our team to provide much needed support for the project work. We look forward to collaborating with her!

A warm welcome to two new members of the EUPHA Executive Council: the new EUPHA President-elect, Dr Tit Albreht, and the new EUPHA Secretary, Prof Charles Agyemang. Both were elected at the EUPHA Governing Board meeting last month (November 2022) in Berlin, Germany. Dr. Albreht will serve as EUPHA President for the term 2024-2026. The EUPHA Executive Council is charged with the management of the association.

PROPHET project kicks off - Personalised Prevention Roadmap for the future healthcare
In September the PROPHET project kicked off at Università Cattolica del Sacro Cuore (UCSC) in Rome, Italy. UCSC is the coordinator of this project, which aims to engage organisations and individuals to contribute to the construction of a Strategic Research Innovation Agenda (SRIA) to adopt Personalised Prevention approaches into EU health systems. The coming four years EUPHA will lead various tasks within the project and contribute to the SRIA, stakeholder forum, capacity building for health professionals, and communication and dissemination activities.

According to them, mental health is a top priority in European public health. EUPHA endorses the Oslo Declaration
EUPHA joins 80 international, European, and national civil society organizations and the World Health Organization in supporting the Oslo Declaration, which calls for urgent policy action to address alcohol-related harm. Evidence keeps showing the large contribution of alcohol consumption to the burden of non-communicable diseases (NCDs), while at the same time there are effective policy options that are not being implemented. We, representatives of public health professionals across the European region, fully support the ambitions of the Oslo Declaration.

The Berlin Statement 2022
The COVID-19 pandemic has revealed the strengths and the weaknesses of health care systems everywhere. Between the 9th and 12th November 2022, the public health community will convene in Berlin, at the 15th European Public Health Conference, to ask how we can learn the lessons and ensure that our systems are prepared for whatever the future may hold. EUPHA participates in new EHDS pilot project
EUPHA is proud to be one of the partners in the European Health Data Space (EHDS) pilot project, which was selected for funding by the European Commission last week. The creation of an EHDS is one of the key components of a strong European Health Union. The EHDS aims to promote better access and exchange of different types of health data for research and policy purposes, which is essential for achieving our vision: to enable everyone in Europe to achieve the highest possible level of health by providing independent and authoritative analysis of the evidence, combined with targeted advocacy to achieve coordinated action by all key stakeholders.
The project will kick off in September and aims to set up concrete foundations for the future EHDS. The consortium will be developing a network of data sources platforms, called nodes, by connecting the national platforms of participating countries, and it will evaluate the feasibility, interest and the capacity to deploy such an infrastructure throughout the EU. The new infrastructure will be put to the test through concrete research use cases. The goal is to demonstrate the potential of transnational reuse of health data for research, innovation, development of regulations and policies and, ultimately, personalised healthcare.
On May 3rd 2022, the European Commission presented its draft regulation aiming to create the EHDS, which will be discussed in the European Parliament and in the Council of the EU in parallel with the deployment of the pilot project. The aim is to have the EHDS up and running in 2025.
The project will be led by the French Health Data Hub and the consortium brings together sixteen partners in total, including partners from ten European countries and the ECDC and EMA. EUPHA’s role in the project will be focused on dissemination of the project’s results.

New EUPHA Executive director: Dineke Zeegers Paget hands over to Marieke Verschuuren
As of July 1st, Marieke Verschuuren will be EUPHA’s Executive Director. Marieke is very familiar with EUPHA, as she sat on EUPHA’s Executive Council as Secretary in the past 3,5 years, and is founder and active member of the EUPHA Public health monitoring and reporting section. She has a strong track record in public health, including advocating the right to health for all at Wemos, working as an independent public health consultant, leading the public health foresight study 2018 at the National Institute for Public Health and Environment in The Netherlands, and as technical officer at WHO Regional Office for Europe. In addition, she authored key publications on European health information systems and population health monitoring. The 15+ years of experience in working on the interface of policy and research will guide her work as EUPHA’s new Executive director. Dineke hands over the directorship after 25 years of leading the EUPHA organization. We are grateful for everything that she has done for EUPHA and are very pleased that she will continue to be part of the office team as EUPHA strategic advisor.

EUPHA selected as member of HERA's Civil Society Forum
EUPHA is selected to be member of the Civil Society Forum of the European Health Emergency preparedness and Response Authority (HERA). This Forum is a sub-group of the HERA Advisory Forum. The appointment is for three years.
As member of the Forum, EUPHA will bring the public health perspective to the table and represent our members, including national public health associations and societies in Europe. Our EUPHA Infectious diseases control section president, Dr. Ricardo Mexia, will be the EUPHA representative at the Forum. The first meeting of the Forum will take place at the end of June 2022. We are looking forward to this collaboration and providing valuable inputs to HERA’s mission to prevent, detect, and rapidly respond to health emergencies.

New collaboration: EUPHA and Initiative for Science in Europe
The Initiative for Science in Europe (ISE) is an independent platform of European Learned Societies and Research Organizations operating within different disciplines and across sectors. ISE supports all fields of science at a European level, involves researchers in the design and implementation of European science policies, and advocates strong independent scientific advice in European policy making.
We are working together for opportunities for young researchers, including collaboration with EUPHAnxt, as well as the role of learned societies on science advice to policy makers. And EUPHA is involved in the 4th Gago Conference on European Science Policy that is organised by ISE and taking place 13 June 2022. The collaboration with Initiative for Science Europe is now formalised and EUPHA is observer for one year.

EUPHW2022 very successful with 235 events
We look back at another successful European Public Health Week. There were 235 events, in 21 different languages and organised within 32 different countries. Five kick-off events were organised by EUPHA and daily partners: Association of Schools of Public Health in the European Region (ASPHER), European Centre for Disease Prevention and Control (ECDC), the Health and Environment Alliance (HEAL) and ENBEL, GAMIAN Europe and the European Observatory on Health Systems and Policies.
The span of the events was very broad: webinars, lectures, first aid courses in the city centre, physical outdoor activities, networking session, radio interviews, publications and digital displays to mention some. There’s many ways to share knowledge and bring together public health professionals and those interested in health. What all events had in common during the EUPHW, was the motive to organise an event: improving health throughout the life course of all people living in Europe.
Our president Iveta Nagyova said: "The European Public Health Week is an action-based event where we can showcase the strength and width of public health, provide visibility for our national public heath associations, public health workforce in general, and to educate the general population on health priorities.” We are very impressed with the high numbers of events that have been organised and the commitment of all stakeholders, members and friends to be active during the week. We have received tremendous support from the WHO Regional Office for Europe, from the European Commission and all of our daily partners.

14th European Public Health Conference Statement: Public health futures in a changing world
The 14th European Public Health (EPH) Conference has been held from 10 – 12 November 2021 as a virtual conference. The theme of the Conference 'Public health futures in a changing world’ was never as relevant as it was then.
Nearly two years after the start of the COVID-19 pandemic, we can only begin to see the social, economic and health impact this pandemic has had on our society, on our population. Already, we have seen an increase in health inequalities, a loss of focus in controlling the impact of noncommunicable diseases (such as cancer and diabetes), a, sometimes nationalistic and pointless, battle for vaccines, and poor choices around the use of continued restrictions, rather than evidence-based public health actions.
The Conference Statement urges all governments to build back better and fairer after the COVID-19 pandemic, and in ways that will limit climate change and its impacts. In short, it calls upon national and international decision-makers to:
- Base decisions and actions on the best available evidence;
- Invest in health systems, information systems, and a qualified (public) health workforce;
- Acknowledge public health and the public’s health as cornerstones for a healthy and functioning society;
- Follow the guiding principles of Health in All Policies;
- Focus on reducing health inequalities within and between countries.

On the 9th of November, EUPHA's president, Iveta Nagyova, EUPHA's deputy director, Maaike Droogers and EUPHA's policy officer, Marie Guichardon, met with Stella Kyriakides to discuss future priorities and the importance of evidence-based decision making. EUPHA presented its main research tools: the EPH Conference, the European Journal of Public Health and the EUPHA sections.

EUPHA publishes e-collection on Health, Public Health and Health Economics
Elaborated by EUPHA Public Health Economics section, our new e-collection in the European Journal of Public Health explores the complex and fascinating field of public health economics.
Some public health professionals or researchers might relate health economics to all those analyses using econometrics or anything related to health costs. Others immediately relate it to economic evaluations only. The opposite is also true: some economists might relate public health mainly to economic evaluations of public health interventions. However, public health (economics) or (public) health economics is much broader than this.
This e-collection walks you through this “plumbing” health economics diagram inside the European Journal of Public Health, finding similarities in both disciplines.

COVID-19 Response and Preparedness Seminar Series Webinar 1: TRIPS - recording available
The European Public Health Association (EUPHA) in collaboration with the French Public Health Association (Société Française de Santé Publique) (SFSP), and with the support of the EUPHA Health technology assessment section (EUPHA-HTA), are organising a series of events to raise awareness and to share the knowledge of experts on key aspects regarding: COVID-19 Preparedness and Response.
The first webinar of this series took place on July 6. The speakers presented and discussed the Trade-Related Aspects of Intellectual Property Rights (#TRIPS) Agreement, the relevance of a temporary waiver and of voluntary licensing, as well as knowledge transfer and vaccine distribution mechanisms. This first seminar also focused on the role of the European Union and of its Member States regarding these issues.

New initiative launched to improve access to MMR and HPV vaccines in underserved populations
A new European research initiative has launched to improve equitable vaccine uptake in underserved communities. Funded by the Horizon 2020 Research Programme, RIVER-EU (“Reducing Inequalities in Vaccine uptake in the European Region – Engaging Underserved communities”) is a 5-year (2021-2026) project coordinated by the University Medical Center Groningen (UMCG). RIVER-EU will collect evidence on health system determinants of high and low vaccine uptake in eight specific contexts, which will be used to identify and/or develop interventions to reduce barriers to vaccine uptake in underserved communities and increase trust in the health system.

Beating Cancer Committee's survey - EUPHA's input
In March 2021, EUPHA and EUPHA-CHR replied to the Beating Cancer Committee's (BECA) survey on the Impact of the COVID-19 pandemic on cancer prevention, health services, cancer patients and research. The report from this survey, that contains a summary of the evidence and policy recommendations, is now available.
EUPHA's Executive Director, Dineke Zeegers Paget, will discuss the results and findings with BECA's MEPs on 10 May.

EUPHA Working Group on Gender Equality and Women's Empowerment - SDG5
On International Women’s Day, EUPHA announced the formation of a new Working Group (WG) on Gender Equality and on Women’s Empowerment. The WG will focus on capturing the perspectives of all EUPHA Sections to comprehensively map the needs, the priorities and key actioning areas in European and global public health in order to achieve gender equality and empower all women and girls and meet Sustainable Development Goal 5 (SDG5) of the United Nations.

Statement - International Women's Day: the need to build back better, with women in the lead
This statement by Dr Hans Henri P. Kluge, WHO Regional Director for Europe, carries out three key messages:
- To diminish the severe socioeconomic impact of COVID-19 on women, their economic participation needs to increase and we need to address the pay gap.
- We should collectively ensure that women take an increasing part in national, regional and local decision-making on COVID-19 prevention and control.
- We need enhanced social support, prevention, early detection and treatment for women at risk of domestic violence. We must also address the mental health impact of the virus and prevent health worker burnout.

EUPHA and IAIA produced reference document on ways in which human health can be addressed within the EIA process
Environmental Impact Assessment (EIA) is currently a mandatory legal procedure in all EU countries, applied to a wide range of public and private projects prior their implementation. Directive 2014/52 /EU amended the EIA Directive (Directive 2011/92 /EU), replacing under the scope of covered environmental factors (Article 3), “human being” by “population and human health”. From a public health perspective, this change brings hope for a better evaluation of health issues within the EIA procedure. However, the amended Directive does not provide a definition for population and human health nor an indication of methods for assessing the potential significant health impacts.
European Public Health Association (EUPHA) together with the International Association for Impact Assessment (IAIA) has prepared a reference document on ways in which human health can be addressed within the EIA process as set out by the amended EIA Directive. The aim is to establish basic definitions and common principles, to set out ways in which the health sector can contribute to this regulatory requirement and to provide a document that complements existing national and regional guidance on health in EIA.

What does a good COVID-19 vaccine programme look like?
Nine months into the COVID-19 pandemic, a consensus is building that without safe and effective vaccines, the COVID-19 pandemic cannot be overcome. At the same time, there is much discussion about vaccines, effectiveness, availability and such. In order to provide some clarity, EUPHA and the EUPHA Infectious diseases control section (EUPHA-IDC) set up this statement on prerequisites for a good COVID-19 vaccine programme.

European Commission Health Newsletter July 2020 - COVID-19 updates
Commission concludes talks to secure future coronavirus vaccine for Europeans
The European Commission concluded exploratory talks with a pharmaceutical company, Sanofi, to purchase a potential vaccine against COVID-19. The envisaged contract would provide for an option to purchase 300 million doses of the vaccine, on behalf of all EU Member States. Read more.
Coronavirus: Commission strengthens preparedness for future outbreaks
On 15 July, the Commission presented immediate short-term measures to strengthen EU health preparedness for COVID-19 outbreaks. In the current context where new outbreaks spread across the EU, the Communication insists on all necessary actions needed to enhance preparedness, including testing and contact tracing, improved public health surveillance and widened access to medical countermeasures. European Commission authorises first treatment against COVID-19
On 29 July, the European Commission signed a contract with the pharmaceutical company Gilead to secure treatment doses of Veklury, the brand name for Remdesivir, which was the first medicine authorised at EU level for treatment of COVID-19. As from August, the medicine will be made available to Member States and the UK. Read more.
Commission strengthens support for treatment through convalescent plasma
The European Commission invited more than 200 blood-collection services around the EU to apply for funding for the purchase of plasmapheresis equipment which takes plasma from donors. The aim of this action, part of the Emergency Support Instrument (ESI), is to support the treatment of new COVID-19 patients by increasing EU capacity to collect convalescent plasma recovered from COVID-19 patients. New EU framework to prepare and manage health threats discussed with Health Ministers
On 16 July Commissioner Kyriakides joined EU Health ministers at a videoconference to discuss topics such as the European Health Data Space and the supply of medicinal products in the EU. The Commissioner also stressed that the COVID-19 crisis showed the need for a stronger role for the ECDC and potentially for a new framework on cross-border threats: “We need a new framework at EU level to prepare and manage health threats. We need a stronger mandate to coordinate. This could involve new legislation or a revision of the current Decision on cross-border threats to health”. Read more.
Coronavirus: mobile tracing and warning apps one step closer
The European Commission adopted an Implementing Decision this month to support the establishment of a voluntary gateway service that facilitates the interoperability of contact tracing and warning apps. This decision will mean that citizens, in particular those traveling in the EU, will only need to install one app. Read more.

Announcement: EUPHA presents COVID-19 video reports - COVID-19 through a public health lens
As COVID-19 continues to cause widespread fatalities and disruption around the world, EUPHA is producing video reports shining light on the vital work of Europe’s public health community, and the sector’s role in maintaining and improving public health through the pandemic and into the future.
The video reports will feature a series of films exploring the outbreak’s broad impact on health and the economy in Europe. It will look at the immense pressure on health systems and their response to this unprecedented challenge, highlight the importance of evidence-based approaches and health literacy in providing much needed solutions, and address key lessons to support the development of prevention and response strategies for future pandemics.

New EUPHA President Iveta Nagyova
We are very happy to welcome Iveta Nagyova as the new EUPHA president. On Monday 16 March, during the EUPHA Executive Council meeting, she took over from Natasha Azzopardi-Muscat. Usually the presidency is handed over at the last meeting of the year. However, as Natasha took on a new role as part of Dr Hans Kluge’s, WHO Regional Director for Europe, transition team the hand-over was moved forward. Iveta has been president of the EUPHA Chronic Diseases section and chair of the EUPHA Section Council. We look forward to continuing the collaboration with Iveta in her capacity as our president.
Natasha was president the past 3,5 years and she has made important contributions to EUPHA and its members. During her time as president she guided EUPHA through its transformation period. Thank you, Natasha!

World No Tobacco day 2019
Today is World No Tobacco day. On this day the world draws attention to the health risks associated with tobacco use. The evidence is clear, tobacco companies’ products are lethal and people should be told the truth about these lethal products, including the adverse effects of smoking, the addictiveness of smoking and nicotine, lack of health benefits from products marketed as being less harmful than regular cigarettes, the true harms of second hand smoke, and their record in intentionally designing cigarettes to make them more addictive.

EUPHA CHR partnering up for a conference in Slovakia
The International Conference on Chronic Diseases „Chronic Diseases and Integrated Care: Rethinking Health and Welfare Systems” - organized by the EUPHA section on Chronic diseases in collaboration with local partners, national public health associations of Visegrad 4 countries, and the SCIROCCO Exchange consortium, will take place fon 24-25 October 2019 in Kosice, Slovakia.
The main aim of this event is to provide a multi-stakeholder platform bringing together researchers, policymakers, practitioners, and interest groups to explore ways to tackle chronic noncommunicable diseases effectively in the European region.

On the 3rd day of the European Public Health Week, EUPHA HWR published a statement on the question 'who cares for the workforce?', urging future parliamentarians and future commissioners to consider supporting Member States’ efforts to build a health workforce fit to ‘Ensure healthy lives and promote wellbeing for all at all ages’, the Sustainable Development Goal, which all Heads of States have committed to pursue.

President-elect at Chrodis-Plus conference in Budapest
Dr Iveta Nagyova, president-elect of EUPHA, attended the CHRODIS-PLUS Conference- Tackling the challenges of chronic diseases in Europe on14-15 May 2019 in Budapest.
CHRODIS-PLUS is a joint action funded by the 3rd EU Programme of health and it aim is to promote the implementation in several countries of innovative policies and practices for patient empowerment, health promotion and prevention, and fostering quality management of CD and multimorbidity as well as for improving the adaptation of the employment sector to chronic patients, in pilot actions that can be validated before scaling them up.

Third Forum of the EU Scientific Panel for Health
On 6 May in Brussels, the third forum of the EU Scientific Panel for Health was organised. The EUPHA research pillar lead, executive director and scientific director attended this meeting to discuss current and future health research priorities. It was the first time that public health research was discussed. Prof. Mark McCarthy, leader of the STEPS, PHIRE and SPHERE projects where EUPHA was involved, gave a presentation on lessons learned from these public health research projects.

BMJ Editor's choice: HPV vaccination: triumphs and tribulations

Two studies this week concern strategies to reduce cervical cancers: by screening and by human papillomavirus vaccination.
A case-control study from Sweden finds that women who attended cervical cancer screening at recommended intervals have a fifth the risk of adenosquamous cell carcinoma and a third the risk of rare types of invasive cervical carcinoma as women who did not attend screening as recommended (doi:10.1136/bmj.l1207). Jiayao Lei and colleagues explain that although the risk reductions are statistically significant the small number of cases reduces precision and precludes adjustment for lifestyle factors.
And a Scottish study concludes that introducing routine vaccination of girls aged 12 or 13 with bivalent HPV vaccine reduced high grade preinvasive cervical disease (doi:10.1136/bmj.l1161). Tim Palmer and colleagues, who analysed anonymised data from cervical screening of nearly 140 000 women, say that their findings also indicate evidence of herd immunity. The data were from the first screening visit, however, and vaccinated women were over-represented, which might exaggerate the benefits of vaccination.
HPV also causes cancers in men, although these are rarer than cervical cancer. Currently, in the UK only girls and women are routinely offered vaccination. Since last year in England, men younger than 45 who have sex with men have been eligible for HPV vaccination.
Last July the Joint Committee on Vaccination and Immunisation, the UK government’s independent advisory body, recommended, on scientific and economic grounds, that all boys as well as girls should be vaccinated (doi:10.1136/bmj.k3163). Routine vaccination of boys aged 12 or 13 is expected to start soon in England, but the government has ruled out a catch-up programme for older boys (http://bit.ly/2FOW0NB).
In the US the Centers for Disease Control and Prevention recommends that the HPV vaccine should be available to all schoolchildren. Last month the journalist Mara Kardas-Nelson discussed concerns about uptake of HPV vaccination among boys and men in the US (doi:10.1136/bmj.l1210). The problem, she found, may be that the vaccine “is primarily seen as a preventive tool against cervical cancer” and that male vaccination is erroneously viewed by men as simply a means to protect female partners. Meanwhile, the incidence of anal cancers caused by HPV is rising in the US, and HPV has overtaken tobacco smoking as the primary cause of oropharyngeal cancers. These cancers affect men more than women and might outpace cervical cancer in a few years.
The triumphs and tribulations of HPV vaccination are, it seems, set to continue.

EUPHA publishes e-collection Urban design and health
Recent trends such as globalisation and urbanisation, combined with an ageing population and population growth, result in new challenges for public health. To tackle these emerging public health issues, novel approaches are required. Environment and living spaces are to be considered as global, social and political entities that determine the health status of populations. As the papers in this e-collection demonstrate, there is an urgent need for joint actions in order to involve communities and policymakers as main stakeholders of the urban planning process.
The e-collection examines the relationship between built environment and health by presenting evidence from the papers that are recently published in the European Journal of Public Health. This evidence can support decision-makers in innovative policies, strategies and tangible actions in order to face contemporary public health challenges.
This e-collection is published just before the start of the ‘Design and Health symposium’ organised in Milan, Italy from 28-31 March.

EUPHA publishes e-collection on antimicrobial resistance (AMR)
EUPHA publishes e-collection 'Fighting antimicrobial resistance: actions taken across Europe'.
Antimicrobial resistance (AMR) will remain one of the key threats to global health in the years and decades to come. It is already costing thousands of lives every year. The European region is not spared and unless AMR is tackled rapidly, it will likely become one of the top causes of deaths, globally and in Europe. The European Journal of Public Health papers in this e-collection provide concrete examples of how the strategic objectives of the AMR global action plan can be operationalised in the region, showcasing some successes but also highlighting some of the challenges, in particular around changing prescribing and consumption behaviour.

EUPHA co-signs letter to WHO to express concern at the attempt by the Philip Morris International-funded entity, Foundation for a Smoke Free World (FSFW) to pave the road for partnership with WHO
EUPHA strongly supports the statement issued by the World Federation of Public Health Associations and many other like minded partners regarding the attempt made by the Philip Morris funded “Foundation for a Smoke-Free World” to interfere with global health policy and decision-making. EUPHA has consistently voiced its concern about the tactics being used by the tobacco industry and has issued several statements to this effect over the past months (16 March 2018, 27 March 2018, 30 August 2018).
In support of the statement issued by the FCTC secretariat on the launch of the Foundation for a Smoke-Free World, EUPHA reiterates that no government or organisation should accept money from, endorse, or enter into partnerships with the Philip Morris International (PMI) funded ‘Foundation for a Smoke-Free World’. The damage being wrought world wide by the continuing global tobacco epidemic requires us to work even hard that ever before to ensure the full implementation of the FCTC. EUPHA highlights its stance on not endorsing research conducting or funded through any partnership related to this PMI-funded Foundation.

Prof Walter Ricciardi steps down as president of the Italian Public Health Institute
As President of the Italian National Institute of Public Health, Prof Ricciardi has instigated a resurgence of Italian public health internationally. Over the past decade, public health professionals in Italy have become prominent leaders in public health in Europe. There is a vibrant and highly competent cadre of young professionals that have been attracted to the speciality due to its rising profile.
EUPHA is grateful for the contribution that Prof Ricciardi has made. Whilst we regret that he will be leaving the National Instituto Superiore di Sanita with whom EUPHA has been working closely on several important European projects, we wish him all the best for his future role as Professor of Public Health at the Catholic University in Rome and as President of the World Federation of Public Health Associations.

EUPHA welcomes Council's adoption of recommendation on strengthened cooperation against vaccine-preventable diseases
The European Public Health Association (EUPHA) welcomes the adoption of a recommendation on strengthened cooperation against vaccine-preventable diseases by Health Ministers during the EPSCO Council meeting held on Friday 7 December. By adopting this recommendation, Ministers send out a clear message on the importance of maintaining high levels of coverage within the European Union. They also demonstrate the importance of continuing cooperation at European level to effectively address cross-border health threats.
During the past months EUPHA has worked to raise attention on the importance of increasing vaccine confidence by publishing a special e-collection of articles published in the European Journal of Public Health and organising a symposium with national and European experts and stakeholders.
EUPHA calls upon politicians to show their support for vaccination since this is important for building vaccine confidence in European citizens.

EUPHA sent letter on Access to research: the call for open access and the role of learned societies
On 31 October 2018, EUPHA Executive Council sent a letter to Robert-Jan Smits, special envoy to European open access. Referring to the current calls for open access of all research, including the cOAlition S initiative and the San Francisco Declaration on Research Assessment (DORA), EUPHA supports open access to publicly funded scientific research. EUPHA accepts that there should be a system whereby scientific data are openly accessible upon publication but contend that this should be decided within a wider review of systems for production, financing and dissemination of scientific publications, including a comprehensive assessment of the impact on all involved. The letter is signed by Prof Peter Allebeck, editor-in-chief of the European Journal of Public Health and Dr Dineke Zeegers Paget, executive director EUPHA.

SEMINAR - Vaccine Confidence in Europe: time for action
EUPHA is organising a seminar on vaccine confidence in Europe that will take place 7 November 2018 in Brussels, Belgium.
The past years we see a rise in vaccine hesitancy, resulting in a drop in vaccine coverage. Vaccination issues are often discussed with stakeholders from the health sector. Also, governments are struggling with their communication about vaccination in order to have high vaccine uptake. Through a series of country case studies we examine challenges and solutions related to vaccine confidence.

Keynote at European Association of Dental Public Health
Dr Natasha Azzopardi-Muscat, President EUPHA was invited to deliver the Borrow Foundation guest lecture at the 23rd EADPH (European Association of Dental Public Health) congress in Mallorca, Spain on Friday 19 October. Dr Azzopardi-Muscat spoke about the role of the dental workforce in preventing non-communicable diseases throughout the health system. She proposed a prescription for change based on the following three objectives:
- Integrate oral health services into the basic package of healthcare
- Educate the oral health workforce about population determinants of health
- Ensure financial protection through the inclusion of prevention and restorative oral health care

Over the years, EUPHA has increased its visibility and impact in Europe. For this, several tools have been developed (e.g. active twitter account, mailing list to key European-level policymakers), but is this enough?
If EUPHA wants to have an influence on European policymakers both at European level (EU and WHO Europe) as well as – through our national associations – at national level, EUPHA needs to set up a communication and marketing strategy.
The short-term Communication & marketing strategic officer will look at:
- Which tools have been developed and are they effective?
- Which tools are missing and should be developed?
- Should EUPHA have a permanent presence in Brussels (European Union)?
- Should EUPHA have a permanent presence in Copenhagen (WHO Europe)?
- How can EUPHA put a long term communication and marketing strategy in place in the coming years?
EUPHA is looking for an enthusiastic and experienced communication specialist at European level, preferably in the Brussels region.

The Protocol to Eliminate Illicit Trade in Tobacco Products enters into force
It has taken some time, but the proposed UN Protocol to eliminate illicit trade in Tobacco products (proposed on 12 November 2012) has been signed on the 27th of June 2018 and will enter into force on 25 September 2018.
The new treaty, signed by 25 European countries and the European Union, aims at eliminating all forms of illicit trade in tobacco products. It provides tools for preventing illicit trade by securing the supply chain, including by establishing an international tracking and tracing system, by countering illicit trade through dissuasive law enforcement measures and a suite of measures to enable international cooperation.
EUPHA welcomes and pledges to support this UN Protocol.

EUPHA president at the Tallinn charter's 10th anniversary
Dr Natasha Azzopardi Muscat, EUPHA president, represented EUPHA at the 10th anniversary of the Tallinn Charter on health systems for health and welfare. In 2008, WHO EURO member states signed up for this charter to improve health by investing in and strengthening health systems, and to promote the shared values of solidarity, equity and participation.
In 2018, the celebration meeting in Tallinn saw a renewed commitment to the principles of the Charter. Through the adoption of three themes: "include", "invest", "innovate" the Member States hope to achieve a more equitable health status faster.
EUPHA remains committed to supporting the Tallinn Charter and will advise our national public health associations to include, invest and innovate.

EUPHA Statement on proposal for the next EU budget 2021-2027
On May 2nd, 2018, Jean-Claude Juncker, President of the European Commission, presented the proposal for the post-2020 European Union (EU) budget. We believe that European funding for (public) health remains as important as ever and are convinced that it has significant added value. Reflecting on the published proposal, we are pleased to see that the Health Programme will at least be partially continued, even if we are disappointed that the word ‘health’ is almost absent throughout the budget proposal. EUPHA Statement on migration, ethnicity and health
The EUPHA statement on migration, ethnicity and health is published concurrently with the 1st World Congress on Migration, Ethnicity, Race and Health that is held this week, 17-19 May 2018, in Edinburgh.
Migrants and ethnic minorities (MEM) often face serious inequities concerning both their state of health and their access to good quality health services. These inequities are increasingly being brought to light by public health researchers, but action to tackle them has lagged behind. To ensure that adequate attention is paid to the determinants of MEM health and the problems of service delivery that can confront these groups, health systems need to become more inclusive. British American Tobacco replies
In March 2018 we wrote to British American Tobacco and Philip Morris, following court orders in the USA requiring them to issue corrective statements to inform the American public about how these companies had misled them for decades. BAT has now replied, rejecting our request. We publish its letter here. We make observations:
First, BAT makes no attempt to respond to the specific concerns that led to the US judgement, relating to misleading the public. It seems that we are to believe that, even if the tobacco industry sought to undermine the evidence on smoking-related harm and the addictive nature of nicotine in the USA, it did not do so in Europe.
Second, despite seeking recourse when possible to international trade agreements as it seeks to circumvent national laws on tobacco control, it relies on the territorial limitations of American jurisprudence to reject our request.
In both cases, our members can judge these arguments for themselves. Our view is that they provide more evidence on why, as set out in Article 5.3 of the Framework Convention on Tobacco Control, the tobacco industry and those it funds should always be excluded from discussions on any aspect of tobacco control.

European Public Health Association asks British American Tobacco and Philip Morris International to take measures to tell truth about tobacco
In 2017 leading tobacco companies were required to tobacco companies publish corrective statement advertisements in the U.S.A. telling the American people the truth about their lethal products and related issues, including the adverse effects of smoking, the addictiveness of smoking and nicotine, lack of health benefits from products marketed as being less harmful than regular cigarettes, the true harms of second hand smoke, and their record in intentionally designing cigarettes to make them more addictive.
EUPHA believes that the citizens of Europe are equally entitled to be told these facts. Consequently, we have written to both British American Tobacco and Philip Morris International to ask them to take the same measures in Europe. Our letters are published below.

Statement by the European Public Health Association on the Philip Morris International 'Foundation for a Smoke-free World'
In a paper in The Lancet medical journal, Dr Derek Yach, President of the Philip Morris International Foundation for a Smoke-Free World, expressed a wish to work with others to create a new cadre of tobacco control researchers. EUPHA recognises that, especially for those in countries where funding for health research may be limited, such an invitation from an organisation that will be spending $1 billion over the next 12 years may seem attractive. However, we join with many health organisations, including the World Health Organisation, to declare that we will not engage with or collaborate with the Philip Morris Foundation in any way and call upon all European public health organisations to do the same. Consultation for the next EU Research and Innovation Programme Statement on behalf of the European Public Health Association (EUPHA) section 'Health Workforce Research'
EUPHA and the EUPHA section on Health workforce research have reacted to the EU public consultation asking for input for the next EU Research and Innovation Programme. EUPHA proposes to develop a research-based vision on health workforce that is able to balance the interests of different Member States as well as the principle of a common market and free movement with the European Union and the national/regional need of a sufficient density of health professionals to provide universal healthcare coverage for all citizens. An integrated theory-driven program on health workforce research in the European research agenda adds value especially in the following areas: health workforce migration, conditions for an open health labour market, the investment in Europe-wide availability of both quantitative and qualitative data, and the coordination of health human resources models.

Statement by the European Public Health Association (EUPHA)
On 22 February 2018, EUPHA submitted its response to the Public consultation on EU funds in the area of investment, research & innovation, SMEs and single market. This consultation on EU funds specifically concerns the area of public health, where EUPHA argues strongly that European funding remains necessary and has added value.

EUPHA at Health4LGBTI conference
On February 1st and 2nd, the Health4LGBTI final conference took place in Brussels. During this conference, Arjan van der Star represented the EUPHA section on Sexual & Gender Minority Health.
The conference was the final part of an EU-funded project on reducing health inequalities experienced by LGBTI individuals. The project itself focused mainly on healthcare and aimed to raise awareness, increase understanding and provide healthcare professionals with helpful tools. Besides a literature review and focus group interviews, the project resulted in a full training course for healthcare professionals in order to raise the awareness of LGBTI health inequalities and reduce barriers for LGBTI individuals while accessing healthcare.
During the conference, attendees - representing various NGOs, academia, and civil society – familiarised themselves with the outcomes of the project and the training. The delegates participated in the training sessions and provided extensive feedback to the project's materials. Furthermore, the last sessions of the conference focused on discussing the next steps of the project and its implementations across Europe. Moreover, the importance of the continuation of the project's work was stressed. Future efforts should focus on better understanding the root causes of LGBTI health inequalities, the barriers as experienced in other sectors, and also take a health prevention and promotion perspective into account.

EUPHA publishes e-collection on vaccination
The European Public Health Association (EUPHA) publishes its e-collection: ‘Facing the facts: challenges in vaccinating Europe’. This e-collection reflects on challenges in vaccination in the European region and includes a selection of scientific peer-reviewed articles recently published in the European Journal of Public Health. The e-collection is accompanied by an editorial written by the president of the EUPHA section on Infectious Diseases Control, Dr Aura Timen, and colleagues.

GENCAD project: factsheets now available
EUPHA is very proud to be a partner in the GENCAD project. This project aimed to improve the knowledge and awareness of sex and gender differences in chronic diseases, using coronary artery disease (CAD) as an example to highlight differences between women and men in prevention and treatment in European countries.
Factsheets in 24 languages assemble the knowledge on gender differences in prevention, clinical manifestation, disease mechanisms, diagnosis, response to therapies and outcomes for the general public and health care professionals.

ECHI - European Core Health Indicators
If you are a researcher, policymaker or practitioner in the field of public health, get the latest data from all EU countries on a large number of health-related topics via de updated European Core Health Indicators.
The European Core Health Indicators (ECHI), formerly known as European Community Health Indicators are the result of a long-term cooperation between the EU Member States and the European Commission. Three ECHI projects (1998-2001, 2001-2004, 2005-2008) funded under the EU Health Programmes established the first lists of ECHI indicators, aiming to create a comparable health information and knowledge system to monitor health at EU level.

National Polish Conference on public health
The Polish Public Health Association organised a 2-day meeting in the beautiful town of Wroclaw from 30 November - 1 December. This national conference was attended by around 150 Polish, Russian, Ukrainian and Belarussian public health professionals, coming together to discuss a wide variety of topics ranging from investing in health to health care to the future of public health.

EUPHA immediate past president reacts to Austrian discussions NOT to implement a general ban on smoking
Prof. Martin McKee, immediate past president of EUPHA, has reacted in the Austrian newspaper "Der Standard" to plans of the new coalition NOT to implement the general ban on smoking. Austria was, in 2015, one of the last European countries to decide to adopt a general ban on smoking, to be implemented in 2018. With the discussions of coalition partners to set up a new government, this general ban on smoking is back on the discussion table. McKee states: "the evidence on the huge advantages of a general ban on smoking cannot and should not be ignored".

EUPHA at very successful Stockholm 2017
The European public health conference in Stockholm, 1-4 November, can be described as very successful. With a new record of delegates (over 2'000) and a fully packed programme, this conference has provided an overview of all issues in public health in Europe at this moment. EUPHA - through its sections, pillars and EUPHAnxt - has been very involved in setting the programme. Two plenary sessions, 10 pre conferences and 38 workshops were (co-) organised by EUPHA. During the conference, EUPHA also celebrated its 25th anniversary.

New EUPHA section on Health workforce research
The EUPHA Governing Board - during its annual meeting on 1 November 2017 in Stockholm - established a new EUPHA section on Health workforce research. This section started as a working group within the EUPHA section on Health services research, but the topic has become so important that a separate section is now put in place. Dr Ellen Kuhlmann, initiator of this section, has been elected the president of EUPHA - HWR.

Successful V4 Conference in Prague
On the 19-20 October, the 3rd V4 Conference on Public Health was organised in Prague. Martin Dlouhy, president of the Czech Society of Social Medicine, was the organiser of this event. Over 70 public health professionals from the Czech Republic, Hungary, Slovakia and Poland exchanged information on public health research, policy and practice. The presidents of all national public health associations were present as well, showing the importance of this regional meeting. In the closing ceremony, Prof Roza Adany, president of the Hungarian association, invited all participants to the planned 4th V4 meeting in Debrecen, Hungary in May 2019.

European public health: then, now and the future 25 years of EUPHA
The European Journal of Public Health published a new supplement to celebrate EUPHA's 25th anniversary. EUPHA asked some of its members, all experts in their fields, to reflect upon the main public health issues facing Europe and the added value of the European collaboration that we have worked on together during this time. The result is an overview of public health in Europe—the wider Europe—with the evidence-base needed to address the key challenges, and how we can work together to take (European) public health forward over the next 25 years.

EUPHA co-organised the Salzburg seminar Leadership in healthcare
EUPHA is very proud to have been one of the organisers of the Salzburg seminar, together with the Catholic University of the Sacred Heart, Rome, Italy. This seminar, that took place from 10-16 September, was very successful.
The main speakers included: Prof. Walter Ricciardi, past president of EUPHA, Prof. Martin McKee, immediate past president of EUPHA and Dr Natasha Azzopardi Muscat, president of EUPHA.

EUPHA attends the 67th Regional Committee meeting of WHO
Organised in Budapest from 10 to 14 September, the WHO Regional Committee meeting was attended both by Prof Martin McKee, immediate past president of EUPHA and Dineke Zeegers Paget and Maaike Droogers from EUPHA office.
EUPHA was pleased to have a written joint statement: Towards a sustainable workforce in the European region: a framework for action. The statement was set up by Dr Ellen Kuhlmann, initiator of the proposed EUPHA section on Health workforce research and was co-signed by EHMA and ASPHER.

EUPHA attends the EPHA annual conference
Both Dineke Zeegers Paget, Executive director of EUPHA, and Maaike Droogers, EUPHA scientific officer, attended the 2017 EPHA Annual Conference. "Make Health YOUR Business" on 7 September in Brussels. The conference focussed on how to unleash the new levers and different levels of power to take action to prevent chronic diseases and deliver on the Sustainable Development Goals.
