Welcome to the February issue of our newsletter. In this newsletter you will find updates on the current COVID-19 outbreak, as well as updates from our members, the World Congress on Public Health, the European Journal of Public Health, European Commission, ECDC, and WHO.

2. EUPHA update
Statement on COVID-19
As the umbrella organisation for public health associations in the European region, EUPHA stands with its members and colleagues in each country who are working tirelessly to detect and manage cases, identify contacts and prepare health services for worst-case scenarios.
eHealth Stakeholder Group
EUPHA is nominated as member of the European Commission eHealth Stakeholder Group. The primary purpose of the Group is to provide advice and expertise, contributing to policy development and the implementation of the Communication on enabling the digital transformation of health and care in the Digital Single Market.
The president of the EUPHA Digital health section will represent EUPHA in this group.
Prevention at the heart of Europe’s Beating Cancer Plan – joint statement
Prevention is the foundation of public health policy and central to protecting and improving people’s health and well-being. Europe’s Beating Cancer Plan is a key opportunity to put prevention where it belongs – at the heart of the European Union’s (EU) health agenda. Over 30 organisations signed this joint statement.

The new five-year strategy outlines the Faculty’s mission of working with members to promote and protect human health and its wider determinants for everyone in society, leaving no one behind. This high level strategy is supported by delivery plans for each of FPH’s areas of work.

7. Interesting news
Survey that evaluates the public health professionals’ knowledge, attitudes and behaviours towards Direct-To-Consumer Genetic Testing (DTC-GT)
DTC-GTs are defined as genetic tests that are both marketed and sold directly to the public, including over the counter, without the supervision of a healthcare professional. The “Università Cattolica del Sacro Cuore, Rome, Italy, is supporting Istituto Superiore di Sanità (the Italian National Institute of Health) in the task on DTC-GTs. Since the implementation of precision genomics may have profound impact on individuals’ health behaviours as well as preventive healthcare practices, it remains crucial to gather the perspectives of public health professionals about DTC-GT.

Major transformations needed to achieve the SustainableDevelopment Goals in the EU by 2030, shows new report by SDSN and IEEP
The Sustainable Development Solutions Network (SDSN) and the Institute for European Environmental Policy (IEEP) have published the 2019 Europe sustainable development report, the first independent quantitative report on the progress of the European Union and its member states towards the SDGs. The report notes that European countries lead globally on the SDGs, though none are on track to achieve the Goals by 2030. An annex to the report provides profiles of the EU and each member state, as well as indicator profiles.

10. European Commission news
European Semester: Publication of Country Reports
On 26 February 2020, the European Commission published its country reports for each Member State. These reports from part of the European Semester which provides a framework for the coordination of economic policies across the European Union. The country reports, published in the so-called Winter Package on 26 February, address some of the most important economic and social policy challenges for Member States, including for their health systems. Healthcare reforms are ongoing in most Member States, with varying levels of focus and pace. Country specific information can be found under this link:
The EU’s Response to COVID-19
The European Commission is working on all fronts to support efforts to tackle the COVID-19 outbreak. This includes ongoing coordination with Member States to share information, assess needs and ensure a coherent EU-wide response. The Commission is also funding research, offering support through the EU Civil Protection Mechanism and supporting China with emergency medical supplies to tackle the outbreak at its source. Europe’s Beating Cancer Plan: Public Consultation
Every year, 3.5 million people in the EU are diagnosed with cancer, and 1.3 million people die from cancer each year. In fact, 40% of us are likely to face this disease at some stage of our life. The EU has been actively working to reduce the incidence of cancer for decades. The first ‘Europe against Cancer Plan’, dating back to the late 1980s, resulted in important EU legislation on tobacco and occupational health. Since then, EU Member States have committed to reducing mortality from chronic diseases, including cancer. Against this background Commission President von der Leyen has committed to a European plan to fight cancer, to support Member States and stakeholders in improving cancer control and care to reduce the suffering caused by this disease. There is currently a public consultation on this topic and you can contribute to this consultation until 7 March 2020 by filling in the online questionnaire.
Commission presents strategies for data and Artificial Intelligence
The Commission has unveiled this week its ideas and actions for a digital transformation that works for all, reflecting the best of Europe: open, fair, diverse, democratic and confident. It presents a European society powered by digital solutions that put people first, opens up new opportunities for businesses, and boosts the development of trustworthy technology to foster an open and democratic society and a vibrant and sustainable economy. AMR : Commission publishes its progress report on Action Plan
On 12 February 2020, the European Commission published its 4th progress report on the implementation of the European One Health Action Plan against Antimicrobial Resistance, which was adopted in June 2017. Substantial progress has been made since the last progress report published (mid-2019). This includes meetings of the AMR One Health Network and of the Health Security Committee to enhance cooperation and coordination on AMR and One Health visits to Member States to support the implementation of national One Health action plans. 12. WHO news
Appointment of the Regional Director for Europe
Dr Hans Kluge was confirmed as the WHO Regional Director for the European Region by the WHO Executive Board during its 146th session in Geneva, Switzerland. Dr Kluge’s confirmation follows his nomination by the 53 Member States of the WHO European Region, which took place at the 69th Session of the WHO Regional Committee for Europe in September 2019. Congratulating Dr Kluge on his confirmation, WHO Director-General Dr Tedros said: “You have inherited a Regional Office in an enviably strong position – a network of dynamic Country Offices; programmatic work that leads the world in many areas, including on addressing the health of refugees and migrants, and tackling antimicrobial resistance; and a team of highly-motivated, skilled staff.”
Novel coronavirus (2019-nCoV)

WHO is working closely with global experts, governments and partners to rapidly expand scientific knowledge on this new virus, to track the spread and virulence of the virus, and to provide advice to countries and individuals on measures to protect health and prevent the spread of this outbreak.
Screening: When is it appropriate and how can we get it right?
The European Observatory on Health Systems and Policies has released a new policy brief on screening with the WHO Regional Office for Europe. The policy brief was launched at the WHO European Conference on Screening in Copenhagen (11-12 February 2020) and supports the wider WHO European initiative to improve screening practice through the life-course. This publication is essential reading for anybody involved in decisions on screening or its provision, especially in view of the pressures that stem from technological advances that make it possible to screen for an ever increasing number of conditions.
UNECE launches Knowledge hub on statistics for SDG
The United Nations Economic Commission for Europe (UNECE) has launched The knowledge hub on statistics for SDGs, to help countries develop and communicate statistics and formulate and evaluate evidence-driven policies to achive the SDGs. The hub is the first part of UNECE’s regional platform on SDG statistics, as a direct response to the Declaration on the role of national statistical offices in measuring and monitoring the SDGs, which was adopted by the Conference of European Statisticians (CES) in 2015, calling on national governments to support their statistical offices in measuring and monitoring the SDGs.
Changes to the sustainable development goal (SDG) indicators are under way
The United Nations (UN) Inter-Agency and Expert Group on the SDG Indicators (IAEG-SDGs) has proposed 32 changes to the global SDG indicator set. In addition to seven new indicators in the framework, replacements for indicators under SDG 13 have been proposed. The changes include:
The changes will be considered by the UN Statistical Commission in March 2020.
Up to a quarter of Europeans will develop cancer: from prevention, early diagnosis, screening and treatment to palliative care, countries must do more
Each year, 4.6 million new cancer cases are diagnosed in the WHO European Region and 2.1 million people die from cancer. Twenty percent of these deaths are from lung cancer, followed by colorectal (12%), breast (7%), pancreatic (6%) and stomach cancer (5.7%). “We are all touched by cancer, either directly or through the experiences of friends and family. Across the WHO European Region, we can do much more to prevent cancer and provide care,” says Dr Hans Kluge, WHO Regional Director for Europe. |
