Environmental health from a policy lens

Safe Hearts Plan

The European Commission published the “Safe Hearts” Plan on 16 December 2025 as its strategic response to health challenges, focused on prevention, early detection and screening, and treatment and care. While the Plan states:

  • Environmental factors, such as pollution, account for 18% of cardiovascular deaths in the EU
  • Reducing exposure to pollution and climatic stressors play a crucial role in reducing cardiovascular risk, especially in vulnerable populations
  • Climate change and environmental factors, such as air or noise pollution significantly impact cardiovascular disease
  • Fossil fuel combustion and extreme weather events may cause or worsen cardiovascular diseases

no concrete initiatives have been proposed with regards to climate change and environmental factors.

However, under digital technologies and AI, the Plan lists the environment as one of the determinants in need of integration for prevention, detection, and care of CVDs.

Combustion engine ban

The European Commission reversed its ban on combustion engines. Initially set to phase out 100% of combustion engines by 2035, the Commission now proposes for emissions to be reduced by 90% from 2021 levels. The phase-out of internal combustion engines was set to be one of the EU’s most effective prevention measures. Weakening this proposal will have lasting consequences for health and the environment and hinders the progress achieved to reduce air pollution to protect public health.
