Location: Utrecht (hybrid)
Hours: 24–32 hours per week
Contract: 12-month with possible renewal
Your role
As Finance Officer you are responsible for the day-to-day operational financial administration of EUPHA and the EPH Conference Foundation. This is a new position and consolidates invoicing, financial data management and bookkeeping (currently performed by multiple colleagues with limited hours) ensuring consistency and accuracy in all financial workflows. You work closely with the CFO who is responsible for strategic oversight, financial planning, legal compliance, and donor reporting.
Financial administration and bookkeeping (EUPHA & EPH)
- Manage the general ledger and perform monthly/ quarterly closing.
- Ensure compliance with Dutch bookkeeping rules, VAT obligations and support with audit requirements.
- Prepare and file VAT returns and ensure correct VAT treatment across activities (under CFO supervision).
- Manage accounts receivable and accounts payable, incl. payment processing and bank reconciliation.
- Oversee the full invoicing cycle for EUPHA membership and EPH Conference activities, incl. coordination with internal stakeholders (e.g. Conference or Office Manager).
- Manage invoice corrections, credit notes, re-issues, and follow-up on outstanding payments.
- Process expense claims and reimbursements.
- Maintain accurate customer, contract, and financial records in the accounting system (Exact).
- Prepare and monitor budgets and analyse the P&L account.
- Produce regular financial and revenue reports for the CFO and Executive Director.
- Coordinate with internal stakeholders and support the CFO in routine financial operations.
Projects financial support
- Support the CFO in preparing periodic financial (management) reports for projects (including EU4Health, Horizon Europe, Erasmus+ and non-EU) based on the G/L (Exact) – all in agreement with the Deputy Director for Scientific Affairs & Projects.
- Maintain files, invoices, time sheets, allocation records and cost documentation.
- Support budget monitoring: track expenditure vs. budget, flag deviations, and prepare financial summaries.
- Gather, verify and code project-related invoices and evidence.
- Ensure audit compliance and contribute to eventual audit file preparation.
- Coordinate with the Deputy Director to ensure timely submission of reports.
Your profile
Becoming successful as Finance Officer means you:
- Are enthusiastic about strengthening public health in Europe.
- Work accurately and independently, can simplify workflows and processes, and are service oriented.
- Have strong planning, organizational, analytical and communication skills.
- Have experience with financial management and reporting of EU-funded projects, including cost eligibility and supporting audits. Experience with philanthropic projects is an asset, but not a requirement.
- Preferably have experience with Exact.
- Have solid working knowledge of Dutch fiscal, payroll, and social security regulations, with experience in applying them in practice.
- Are fluent/native Dutch and professionally proficient in English (spoken and written).
- Hold a relevant bachelor’s degree (HBO) and several years’ experience in a financial or accounting role.
