Are you an experienced senior finance professional and ready to make a real impact on public health in Europe? Following the upcoming retirement of the current CFO, we are seeking candidates for the position of Chief Financial Officer
Location: Utrecht (hybrid)
Hours: 24–30 hours per week
Your role
As Chief Financial Officer (CFO) you are responsible for both the financial management and administration of EUPHA and the EPH Conference. You report to Charlotte Marchandise (Executive Director) and work closely with Julian Hein (Deputy Director). As trusted advisor, you provide support in all relevant strategic, finance, administration, and organizational matters. You supervise the finance officer and work closely with other colleagues in Utrecht. Occasional international travel (3–4 times per year) is expected for governance meetings.
Financial strategy and oversight
- Lead EUPHA’s financial management, planning, and control in compliance with Dutch law and donor requirements.
- Advise the Executive Director and Deputy Director on financial strategy, risk management, and sustainability.
- Prepare accurate and timely financial reports, budgets, and forecasts for EUPHA and the EPH Conference.
- Oversee the external accountant, annual audit process and salary administration.
- Ensure compliance with Dutch regulations and liaise with authorities such as the Chamber of Commerce and Tax Administration.
- Support the Executive Director in contract preparation, negotiation, and follow-up.
Finance and budget management
- Prepare monthly accounts in compliance with Dutch accounting and tax requirements, and for the EPH Conference: oversee accounting, VAT returns, registration fees, budgets, invoices, and payments.
- Use Exact as our financial management tool, ensuring timely and accurate reporting.
- Manage bookkeeping, invoicing, and budget preparation, in cooperation with the Executive Director.
- Liaise with the external accountant and contribute to annual financial reports.
- Supervise the finance officer on processing invoices, advance requests, and payments.
- Provide financial analysis and support donor and foundation reporting.
Grant and Project Finance Management
- Oversee the financial reports compiled by the Finance Officer for EU-funded and other donor projects.
- Review project budgets and quarterly financial reports; oversee project FCs compiled by the Finance Officer and Deputy Director.
- Coordinate with the Deputy Director to align project management with Dutch legal and fiscal requirements.

- Have thorough knowledge of the Dutch administrative and legal environment.
- Have experience in EU grant-funded or project-based settings.
- Are familiar with procurement processes and contract management.
- Preferably understand European health policy and NGO administration.
- Have senior-level experience in finance and administration.
- Hold a degree in Business Administration, Accountancy, Economics or similar (hbo or higher).
