“Generals Always Prepare to Fight the Previous War” — Is Europe Ready for the Next Pandemic?”

The COVID-19 pandemic revealed structural weaknesses in Europe’s preparedness and response systems, including fragmentation in surveillance, governance challenges, and supply chain vulnerabilities. Since then, the European health security architecture has undergone significant reform, including the establishment of the European Commission’s Health Emergency Preparedness and Response Authority (DG HERA) and an expanded mandate for the European Centre for Disease Prevention and Control (ECDC).
At the same time, Europe faces evolving risks, including geopolitical instability, war, disinformation, and rapid technological change. This raises a critical question: are current systems adequately prepared for future pandemics, or simply adapted to past pandemics?
The webinar will bring together experts from EU institutions, WHO, and academia to reflect on lessons learned and discuss forward-looking strategies for pandemic preparedness.
